The Grandmother

A writer's life can be characterized by danger and excitement. Those who pursue their vocation with passion and dedication cannot possibly live a dull life.   A writer’s life is full of danger because he or she will have to go the unconventional route in order to succeed. It is also a life of excitement because the unpredictable effects of the written word can either make a person famous, rich, or dead depending on the content and place where the piece was written.Bozena Mencova is the first major female writer ever produced by present day Czechoslovakia – formerly known as Czech Republic – in the middle of the nineteenth century. And this writer epitomizes the twin attribute of danger and excitement. Her life was fraught with risks because she had the misfortune to be born in a land torn by politics, ideology, and race. Furthermore, she lived in a time when women are considered a distant second to their male counterparts.Yet, her life was also full of exciteme nt. She was able to show that talent rises to the top irregardless of gender and economic status. One of her celebrated works is the story of a grandmother (Babieka) who was torn between love and duty, in which the writer has interwoven her views on social, political, and even religious forces that are shaping her country.BackgroundThe interesting life of Bozena Nemcova did not begin and end in her being a fiction writer. In fact, Nemcova is also a â€Å"†¦poet, journalist, collector and editor of folk narratives; key figure of the Czech National Revival and representative of the national literary canon. And if this was not enough she was one of the first to publicly address the question of women's identity and   their position in society† (Haan, Daskalova, & Loufti, 2006).Bozena Nemcova was born in 1820, almost two hundred years after the Germans defeated the armies of the Czech Republic. The intense â€Å"Germanization† of the populace resulted in the deterior ation of Czech literature and culture. The National Revival that occurred in the 19th century in which Nemcova played a major part was in response to the decline and The Grandmother is one of the major literary works that serves to awaken nationalistic fervor (Iggers, 1995, p. 49).The GrannyThe story of â€Å"The Grandmother† is a well-written piece. It is enjoyable to read because it came from another time and place, with the added bonus that it came from another language. It is always good to read translated works because it gives the reader a window to another culture. In most cases the study of these types of literature results in the realization that there is much in common even between two different people groups, race, culture, and nationalities.This is especially evident when reading the introductory part of the story. Grandmothers in many parts of the world can relate to â€Å"Granny† – of growing old and living alone, their children far away having the ir own families. The dilemma, on whether to live independently or move in with one of the children is also common problem around the globe.The trend continues when Granny began the journey from her ancestral hometown to a â€Å"foreign† land where her daughter now resides with her husband and children. The universality of the story persisted in the longing of the grandchildren to know their grandmother and the same strong emotions were reciprocated by the grandma.Then the story begins to show its unique flavor when Granny began to settle in. After a while, Granny began to notice the difference in language, culture, and manners being demonstrated in the household of Mr. Prosek. It was a clash between the new and the old, between the traditions of the countryside and new rules of modern living. In the story Granny remarked to herself that she hardly recognized her daughter because her idea of her is that of a merry country girl and here she is now, poised, elegant and yet there is something that is missing.This nagging feeling is symbolic of what is going on in the hearts and minds of Czech intellectuals at that time. They were torn between the acknowledged benefits of the cultural and technological exchange with the Germans and at the same time uncomfortable because deep-down the real self is suppressed unable to break free in song and merriment.Religion has always been a friction point and in this case, Nemcova would like the reader to know the inner struggle of the native Czechs when it comes to a seemingly haphazard view of God by their new rulers. In the story Granny always â€Å"cross† herself and wanted her convictions to rub-off on the children and the whole family.In the latter part of the story one gets a huge dose of these types of comparisons. Mencova was able to contrast the differences in culture when he wrote about the pilgrimage to a church in Svatonovice. On the way the children saw what they were deprived of; it is the joy and spi ritual blessing that can be found in going back to their roots which is the intricate traditions of the Holy Roman Catholic Church and the beauty of the countryside with its own unique wisdom and charms.The story of The Grandmother is not only about symbolisms pointing to National Revival of ancient Czech culture, religion and its traditions. It is much more than that. It is also a piece where Nemcova was able to pour his heart out to express ideas and queries not acceptable in society. In one section of the story, Nemcova introduced Victorka to contrast it with the character of the grandmother. Victorka was imprudent and speaks her mind. By doing so she was able to communicate what may have been going through her mind and heart. This is because Nemcova had an unhappy marriage to a man 15 years her senior (Iggers, 1995).ConclusionIn 1620 the Czech army was defeated by the Hapsburg army. This period began the decline of Czech culture and literature. Intense â€Å"Germanization† occurred, the expected result after victors would normally insist that their culture and language is far superior to the vanquished foe. And in most cases, the weakened spirit of the defeated people willingly oblige to the cultural bullying. In the case of the Czech Republic, Craig Craven remarked, â€Å"The Czech language had not died out, but it had retreated to the countryside and the kitchen to become the patois – slang or nonstandard language – of peasants, cooks, and servants† (2006, p. 88).The above-mentioned discussion serves as the backdrop of The Grandmother written as a response to the   Revival; Czech intellectuals doing proactive steps to regain lost ground in terms of culture, literature, and national identity. In these patriotic times Mencova was moving from town to town with his patriot husband and in the process was exposed to the politics and ideologies of the day. Thus, she began to be influenced by a new breed of Czech natives yearning fo r the good old days.This hope of a new and better Czech Republic based on long forgotten ideals is very much evident in the story. As one would recall Granny reacted to the fact that her son-in-law did not speak Czech, only German while her children and grandchildren on the other hand – including the servants in the household – can easily speak her native language. This made Granny uncomfortable and made her to contemplate going back to her quaint little village.She was persuaded to stay and to keep her mind off the things that bothered her, she began to plunge herself to work as some kind of an overseer to the household servants. Then she began noticing other things like the modern technology that made her more uncomfortable. This is also a symbol of the dilemma with regards to accepting the obvious benefits of German influence – especially in technology – while on the other hand rejecting the negative impacts such as the loss of piety especially when it comes to the traditional church.Aside from the nationalistic undertones of the â€Å"Granny† what attracts the reader to an in-depth study of this piece of literature stems from the realization that this is a 19th century work of fiction, written by a woman in a time and place where tremendous odds are stacked against her. And yet she prevailed and showed her countrymen and the whole world that talent and a burning passion for truth is enough to overcome all obstacles.Lacking in formal training and education required for a serious writer, Nemcova was able to compensate with her enormous talent. It is amazing to read a fine work, with such a vivid description of Czech rural lifestyle and the power of her prose to make the characters come alive. It is difficult to go through the story without agreeing to her insights or without wondering if Nemcova was really writing fiction because the dialogue could have easily have been recorded from actual conversations.In this regard Nemc ova should not only be emulated and celebrated as a writer but also as a heroine. She is a shining example for a country that has seen better times. She is also a good role model for all women who struggled to find their place in a male-dominated society. But her story should be retold in places where women are treated as objects and not as human beings. And The Band Played On By Randy Shilts Essay

And the band played on is a true story published in 1987 that illustrates the AIDS epidemic. The AIDS outbreak started in this book around the 1970’s and is still around in today’s society. Randy Shilts wrote this book in order to show the many errors that occurred and killed while trying to find what this virus was and how it was spread. Many people during this time were affected by this virus especially in New York and San-Francisco, which is where most of this story takes place. AIDS which is also known as acquired immune deficiency syndrome is being spread fast after the first known account discovered by the CDC, and is extremely difficult to identify. Shilts discusses the many issues that could have saved thousands of lives throughout his investigative journalism. Some of the issues that effected many lives of the people living in the highly populated areas like New York and San-Francisco were the ethics of this complicated situation, the political issues that tagg ed along with this multitude, and the medical issues in determining the problem and solution of the epidemic. And the band played on had many cultural issues taking place all over heavily populated areas like San-Francisco. One of which is the fact that after this virus became better known by the public, but not by everyone. At first, it was only being published in articles mostly only read by the gay community. During the 1980’s being gay was much different than in today’s society. It was especially harder for gay men and women during this time because people who were homosexual were treated as outcasts and alienated. San-Francisco and New York City became heavily populated with homosexuals. The higher populations of gays in these areas made it easier for them to cope because they dealt with less criticism. This made the AIDS epidemic more prevalent in these areas due to the fact that it was being spread mainly through gays. When AIDS started killing more and more people, the general public became aware of the outbreak. Because of the lack of knowledge of the nature of this virus it was not given a specific name. at first AIDS was being called gay cancer due to the fact that people were unaware of how it was actually spread. This made the prejudice against gays  much more prevalent just about everywhere. This was making it very difficult on the political side of the AIDS issue. The politics surrounding the AIDS epidemic in And the Band Played On was a complicated issue. The issue being that it was surrounded by the gay population making it a touchy subject for most. Even newly elected president Ronald Reagan would not talk about the issue publically for the fact that it might hurt his status as the president of the United States of America. Ronald Reagan’s policies were to cut government spending, which included the spending of the much needed CDC at the time. The CDC lost a lot of money that could have helped immensely in the research to counteract the spread of aids. Many doctors and scientists refused to work on such an issue. For example, the blood bank officials were not at all convinced by the CDC’s findings of the blood being tainted from AIDS patients. Many AIDS patients were donating blood, and even though the blood is filtered and tested for diseases there were cases popping up of babies contracting the AIDS virus. The blood bank off icials knew that people who received their blood were getting AIDS, but did not put a stop to blood draws from infected patients. The officials were more concerned about themselves and their business then the lives of people that were receiving their blood. The blood banks were not the only businesses that were disregarding the lives of others. Shilts also discusses how the bath house business in the heavily populated areas was another key player in the political battle that cost many people their lives. The CDC discovered that gay bath houses were where many gays were contracting the disease. Many people would come and go in these bath houses just for sexual interaction. Sex in these bath houses was spreading the AIDS virus like wildfire. The CDC had no absolute proof yet that the virus was being spread sexually at the time. The bath house owners made a lot of revenue in areas like San-Francisco which made it highly unlikely for them to listen to the CDC about the public health issues that surrounded their business. Many bath house owners cared for only themselves and the money they were making, just like bloo d banks. The CDC needed definitive proof showing that this is where the majority of the virus was being spread before the executive director of public health would shut them down. Even the public health director was worried about jeopardizing his status if he shut  these bath houses without definitive proof that it was being spread there which could take years to prove. Taking more time to prove this would cost many more people their lives. In the book Shilts says, â€Å"some said Ronald Reagan would be remembered in history books for one thing beyond all else: He was the man who had let AIDS rage through America, the leader of the government that when challenged to action had placed politics above the health of the American people.† It is easy to put the blame on one person for a nationwide epidemic, but in the end it was not just president Ronald Reagan that let the AIDS virus run ramped throughout the nation. Although Regan’s promise of a grant to the CDC never was received , this problem was not just fueled by the president, businesses small and big, and gay activists that did not want their bath houses shut down even though they knew the dangers behind them only aided the outbreak. Not only were these issues caused from them but even scientists and doctors. The medical issues in determining the problem and solution of the epidemic were doctors and Scientists that were competing to find the cause of this virus, and mainly competing to identify the virus. If they can identify the virus they will be able to test for it. The CDC discovered that they could test for it but with only a marginal accuracy. This idea of testing for AIDS only to certain accuracy made it difficult to mandate the testing, especially in the blood banks. American Doctor, Dr. Gallo was contacted by the CDC and told of this new virus that was killing many gays and decided that he would help research this virus. Meanwhile the French are also studying the strange new virus. As these scientists and team of doctors are trying to solve the mystery of the AIDS virus they realize the importance of it after the amount of death it has caused has reach new heights when death numbers increase quickly pass ed the thousands. Both parties of scientists realize that if they discover the aids virus they may be awarded the Nobel Peace Prize. Just like the blood banks and the owners of the bath houses, Dr. Gallo and the French no longer cared about the lives of the people, but only for themselves and their own personal gain. In the end this almost delayed the discovery of AIDS due to the fact that both research centers had discovered it, but Dr. Gallo claimed that he had discovered it first. This almost caused the French to sue Dr. Gallo which would have made the ordeal even longer causing more deaths that could have been avoided. Another medical issue that could have saved lives  was the grant that president Regan promised the CDC for research that they never received. If they would have got this grant money the issue with Dr. Gallo and the French could have been avoided. The CDC could have used this grant money to buy the proper technology to study this virus and find it themselves, which in turn could ha ve saved lives. In And the Band Played On there are many things that Randy Shilts Expresses that could have saved many lives. He wrote this book to bring light to the fact that the AIDS epidemic was ignored and not taken seriously. There are many issues Shilts brings up in his book that could have helped avoid the many complications that were faced during the AIDS breakout. Shilts sheds light on how this epidemic was poorly resolved. Although he does not explain the ways these errors should have been handled, he lets the reader decide on how these mistakes could have been treated. The thousands of lives taken from the aids epidemic could have been avoided, or at least less then what it was. For example, Regan could have been more proactive in the fight against AIDS rather than ignoring it completely due the fact that it was a touchy subject. He was more worried about his status as a president if he addressed this issue. Shilts brings up the politics surrounding the AIDS epidemic when he talks about the blood banks. The politics surrounding the blood banks allowed many people to contract the AIDS virus knowingly. If the blood bank officials would have cared less about themselves and more about the public health, hundreds of deaths could have been avoided. Another large amount of deaths was caused from the politics around the issue of the spreading of the AIDS virus in bath houses. The bath house owners neglected the public’s health for their own benefit. The bath house owners cared for no one else but themselves and the money they were making. The medical problems they had with finding the AIDS virus also cost many lives. Dr. Gallo and the French battled against each other in order to find the virus when they should have been working together. Also, the grant money the CDC was promised never arrived which could have cost many lives because they might have been able to find it sooner than Dr. Gallo or the French. Ethics, politics, and medical issues caused thousands of deaths that could have been avoided. History usually repeats itself, and Shilts wrote this book in order to prevent another massive tragedy like the AIDS epidemic from happening again.

However, autonomy means doing what one desires without limitations (Bellah, 167). Without money Brian could not be able to enjoy nice trips or meet successful people in life. However, Brian later came to realize that he could not achieve full joy in life without family affection. Being able to provide for the family and achieve other essential things in life is a great victory. Regardless of the means used to acquire wealth, being able to provide for the family, such as paying school fees for the children and providing magnificent building, amounts to personal independence. With material possessions, people can do what they want at their own will (Bellah, 21). The dilemma occurs when it comes to gauging the level of achievement attained in a particular moment, and in appraising it with previous success or relating to what others have achieved. However, there is no need to contrast your victory with others, but the m ost essential consideration is your ability to achieve what you purposed to achieve in life. People should put effort towards helping their families and the society. The success of the community in which individual comes from also determines their victory (Bellah, 8).This is because, individuals and the society are reliant on each other. A person should contribute towards success of the society. In the same way, the community will also influence individual’s victory in one way or the other. Also, taking care of the family makes the person feel esteemed. Similarly, an individual draws happiness from the family and the society. For example, Joe engaged in activities of the society and his pleasure was in helping the public (Bellah, 54). Those organizations which are interested in satisfying the public will always ensure they give back to the community. They will design community activities and ensure they succeed. People who come from successful families or societies feel conte nted, and such contentment is what makes a person free. However, it is difficult to compare different communities or families to determine which family or society provides better satisfaction than the others. What matters are not comparing oneself with others but to be contented with own situation and work towards improving existing conditions. Those who find fulfillment in their own victory rather than communal tends to be deceitful. They can deprive the community of its resources to enrich themselves (Bellah, 63).

Deontological And Teleological Ethical Theories The word ethics comes from the Greek ethos, meaning something like morals. In fact, ethics is defined as the systematic reflection on what is moral. In this definition, morality is the whole of opinions, decisions and actions with which people express what they think is good or right. So, in short, to think ethically, you need to systematically reflect on what people think is good or right. Ethics is not a manual with answers on how to act. It is only a search for the right kind of morality. We can distinguish two kinds of ethics. The descriptive ethics is involved with the description of existing morality. It is about facts. Descriptive judgments are therefore true or false. On the other hand, there is the prescriptive ethics, also known as the normative ethics. Utilitarianism is a theory in normative ethics holding that the proper course of action is the one that maximizes utility, specifically defined as maximizing happiness and reducing suffering. Classic utilitarianism, as advocated by Jeremy Bentham and John Stuart Mill, is hedonistic. It is now generally taken to be a form of consequentialism, although when Anscombe first introduced that term it was to distinguish between old-fashioned Utilitarianism and consequentialism. According to utilitarianism the moral worth of an action is determined only by its resulting outcome although there is debate over how much consideration should be given to actual consequences, foreseen consequences and intended consequences. Two influential contributors to this theory are Jeremy Bentham and John Stuart Mill. In A Fragment on Government Bentham says it is the greatest happiness of the greatest number that is the measure of right and wrong and describes this as a fundamental axiom. It can be contrasted with deontological ethics, which does not regard the consequences of an act as a determinant of its moral worth; virtue ethics, which primarily focuses on acts and habits leading to happiness; pragmatic ethics; as well as with ethical egoism and other varieties of consequentialism. Johnston is saying that ethics are judgments based on society s set moral standards that result in good outcomes or bad outcomes, depending on the goodness or badness of the judgment. More specifically, business ethics are an attempt to develop and apply basic principles in the area of human economic relations. With the definition of ethics now clarified, the reasons for being ethical arise. Why do/should businessmen act ethically. Based on Ray Baumharts 1998 survey of 1,031 businessmen, the most influential incentive for being ethical was a man s personal code of behavior. Most people are ethical because of what they believe to be right. Most people want to take the credit for doing the right thing when they will be recognized or even rewarded. The true test is seeing what people do when no one is looking. The following lists are the other top choices in descending order of importance to the surveyed businessmen: formal company policy, the behavior of a man superior, the ethical climate of the industry, and the behavior of a man s equals in the company. From these rankings, it appears that when a businessman acts ethically, he attributes it to his own ability to resist pressure and temptation, with some credit due to his superiors and the company policy. People want the reputation of being ethical. They feel like they are a good person if they are known as being ethically good. On the other hand, the human reluctance to blame oneself for ethical failings helps to explain why our respondents [to the survey] rank personal financial needs as least important of the five factors influencing unethical behavior .In some instances, people believe good business is good ethics (Lewis 48). Of those Baum hart surveyed, 98% believed that sound ethics is good business in the long run. However, after being questioned further, and when defining good business as maximized profit, then most disagreed that good business is good ethics. They stated that good ethics are not going to bring in maximized profit. Others argued that you can catch more bees with honey than with vinegar. This study leads one to conclude that businessmen are only ethical to make they look good and all is fair when it comes to making a dollar. The popular image of today s American businessmen includes the notion that they are relatively unethical. The standard consensus seems to think that most businessmen will do anything, honest or not, for a buck. An overwhelming 77% regarded business as a dog-eat-dog proposition. The sources of this popular image of businessmen are, of course, personal experience, but also, the stereotype is produced by communications media (television, radio, daily newspapers, and weekly magazines), plays, movies, and political speeches. Unfortunately for businessmen, their wrongdoings and shortcomings are what most often make the news. This negative press gives the overall impression that businessmen are unethical. Are they really unethical, or are they just getting the bad end of the deal due to negative press. According to Sal Marinos study, the results are bittersweet. Although the majority of those interviewed said they had never been propositioned to do anything unethical at work, a relatively high percent of those who had been propositioned had indeed done the dirty deed that they were asked to do. Marino made the following comment on the results of his study: The good news is that seventy-six per cent of the respondents said that they had never been asked (or ordered) to do anything they considered unethical pertaining to work. The bad news is that twenty-four per cent confessed that they have been asked (or ordered) to do something that they considered unethical. And the really bad news is that forty-one of those asked eventually did the dastardly deed that was requested of them without objecting. The ever-prodding Marino then asked the respondents what they would do if they discovered that their employer was asking them to do something unethical, dishonest, or unlawful. An alarmingly low five per cent said they would quit on the spot, another nine per cent would look the other way, and an overwhelming majority, seventy-eight per cent, would try to talk to their bosses or try to resolve the problem in some way that would not cause them to lose their job. The remaining eight per cent were uncertain about what they would do or they refused to fess up. Today, Americans, workers and non-workers, have developed an alarming tolerance for intolerance. People are not bothered as much by dishonesty, crookedness, or lack of respect. They have come to think of it as normal. People just do not expect anything more than a crooked businessman these days. In an interview with Marino, Alvin Toffler, a futurist, replied that, the sophistication of deception is increasing at a greater rate tha n the technology for verification. That means the end of truth. Many of our leaders are liars, skilled at deception. Lying has become tolerable, if not acceptable. (Bill Clinton: Are you listening?) Accountability has slipped. Lawyer lies, those technically true but misleading statements are prevalent. Why is this happening? Two reasons: Greed and poor ethics. Present day Americans are not ethical. They are selfish, deceitful, egomaniacs only looking out for them. Today, if the economy is good, it is tolerable to be bad. Today, if you merely apologize for a heinous crime, it is tolerable to be forgiven. Today, if you misrepresent the goods, it is tolerable if you are selling yourself. Today, if you work for a cheater, it is tolerable as long as you benefit from it (Marino 23). Ethical leaders, honest people who serve rather than deceive, will be increasingly cherished in the future. Right now we live in a time when the ends justify the means. 2.2 The social responsibility and the environmental consideration (P2.2) The growth of large multinational corporations (MNCs) in recent decades has produced some undeniable benefits. The ability of large corporations to seek out low-cost production opportunities provides a benefit to consumers in the form of lower prices. The prices of many manufactured goods, such as televisions and home appliances, have declined in real terms through improvements in technology and cheaper labor. In addition to low prices, large corporations are also capable of providing a familiar product of consistent quality in different regions of the world. For example, the fast-food restaurant chain McDonalds serves food with similar standards in more than 30,000 locations in over 120 countries. Large corporations offer some advantages to their employees, who are more likely than workers in small firms to receive fringe benefits such as health care and pensions. Average wages in the U.S. for employees in firms with more than 500 employees tend to be higher than in firms with fewer employees. Also, many large corporations that have been in existence for decades are unlikely candidates for bankruptcy (although there are some recent exceptions to this such as United Airlines and K-Mart). The stability of large corporations is attractive to investors seeking security and relatively stable returns. Large corporations implicitly recognize their interconnection with society in their donations to non-profit organizations. For example, Wal-Mart donated a total of $200 million in 2002 to thousands of organizations. Exxon-Mobil describes how they helped create the Save the Tiger Fund, which has collected about $9 million since 1995 to fund conservation projects around the world. General Motors reports on their cooperative efforts with Detroit-area schools to curb youth violence. In the late 1990s, annual contributions by American companies and their foundations amounted to over $8 billion. Corporate Scandals Perhaps the most obvious responsibility of corporations is that they obey existing laws. The regulation of corporate business practices has received increased attention in response to a wave of corporate scandals in the last few years. While the specific circumstances vary in each scandal, the primary issue has been the exaggeration of profits, and consequently stock prices, using unethical or illegal accounting practices. In most cases, top corporate executives sold billions of dollars worth of stock at inflated prices, while ordinary investors suffered large losses when the firms financial problems eventually became known. The accounting scandals in recent years can be linked to the widespread use of stock options as a means of executive compensation in the late 20th century. Many economists supported this practice arguing that executives would manage corporations for the benefit of all shareholders if their compensation were linked to the firms stock price. In addition to a regular salary, top executives are given shares of the firms stock. Unfortunately, economic theorists and corporate regulators failed to address a critical problem with the practice. Executives with large stock holdings also have an incentive to temporarily inflate the firms stock price and sell their shares at elevated prices. By the time the firms stock price eventually falls, executives can make huge profits while those holding the stock during the crash lose billions. Complex accounting methods often permitted executives to keep losses and liabilities off the books. Consider the case of WorldCom, the telecommunications firm whose stock price fell from over $60 a share to just pennies as it became evident that the companys profits had been overstated by nearly $4 billion. While WorldComs bookkeeping deception has been the largest measured in dollars, the scandal at Enron is perhaps the most famous because of its fast-paced culture of greed and influence at the highest levels of government. Social and Environmental Impacts of Large Corporations Economic activities often impact those who are not involved in the activity. For example, a corporation manufacturing automobiles generates pollution and the cost of this pollution is borne by nearby residents. External costs (or benefits) arising from economic activities are referred to as externalities. While firms of any size can create externalities, multinational corporations can use their political influence to avoid bearing responsibility for significant external costs. Given the close relation between minimizing costs and maximizing profits, it is natural to assume that an organization that seeks profits and has significant political power will feel some motivation to use that power to externalize costs, where possible. This motivation may be held in check by ethical considerations, by regulation, or by a fear of backlash from groups that might harm the organization; for example, consumer groups, or others who could mobilize effective public opinion. The benefits firms obtain from being able to impose externalities and shift costs to others are difficult to measure in economic terms. The only available estimate of the total public cost incurred to support the operations of private corporations was $2.6 trillion for 1994 in the United States. 2.3 Apply stakeholder theory and virtue to Avco Environmental Services.(P2.3) Pioneering work in the area of stakeholder management was provided by Freeman (1984), who outlined and developed the basic features of the concept in a book entitled Strategic Management: A Stakeholder Approach. Instrumental theory purports to describe what will happen if managers or firms behave in certain ways. Normative theory is concerned with the moral propriety of the behavior of firms and/or their managers. Briefly summarized, descriptive/empirical, instrumental, and normative theories address the questions: what happens. Proponents of stakeholder theory strive to describe what managers actually do with respect to stakeholder relationships, what would happen if managers adhered to stakeholder management principles, and what managers should do visa-a-versa dealing with firm stakeholders. Donaldson and Preston (1995) concluded that normative concerns underpin stakeholder theory in all of its forms. Although quality scholarship on the normative facets of stakeholder theory is indeed needed, instrumental and descriptive/empirical aspects need attention as well. Thus, this article focuses on the instrumental realm. It should be noted that the term instrumental theory is used here in a manner that differs from its historical usage. Traditionally, in the philosophy of science literature, instrumental theories were deemed useful for explaining certain phenomena regardless of their truth or falsehood (Angeles, 1992). In short, they worked, albeit (perhaps) for the wrong reasons. The theories themselves were used as instruments to achieve some ends. The usage of instrumental theory employed in this article follows that used by Donaldson and Preston (1995), which appears to be original. For these authors, instrumental theory establishes (theoretical) connections between certain practices and certain end states. There is no assumption that the practices will be followed or that the end states are desirable. In instrumental theory, statements are hypothetical-if X, then Y or if you want Y, then do X. In this sense, X is an instrument for achieving Y. The truth or falsehood of instrumental theories of this latter type is an important issue. However, there is no agreed ethics for environmental issues, and no international environmental code. Environmental ethics simply tries to answer the questions of how humans should relate to their environment, how we should use the Earths resources and how we should treat other species, both plant and animal, but there are also those who are of the opinion that constant change is simply a fact of this planet and the planet will readjust to new conditions as it did in the past. Drive a Car, Not a Cell Phone Essay -- Driving Mobile Phone Use

â€Å"When a driver ‘talks and drives’ they are not only putting themselves at risk, they are also putting everyone around them in a dangerous situation† (ComparisonMarket.com). A study conducted last year by the Virginia Tech Transportation Institute, had cameras placed inside one hundred cars and trucks to track drivers' activities before a dangerous event occurred. Research shows users of cell phones while driving caused far more crashes and near misses than non-users. These statistics do not change even if the hand held device becomes hands free by means of a blue tooth or speaker phone. Hands-free cell phones may allow the driver to keep both hands on the wheel however, devices such as headsets or voice activated dialing led to longer dialing times causing the same level of driver distraction. Even though a study released by the Insurance Institute for Highway Safety claims bans on handheld cell phones in many states seem to have had no impact on accident ra tes, drivers still should not use a hand held phone while driving in the car because car accidents associated with hand held phone use account for nearly three hundred deaths per year showing cell phone users are four times as likely to get into an automobile accident serious enough to cause injury. University of Utah psychologists have published a study which highlights drivers talking on handheld or hands-free cellular phones as being impaired on the same level as drunken drivers. In this study each of the tests subjects drove in a driving simulator four times; once each while completely undistracted, using a handheld device, using a hands-free device, and intoxicated with vodka and orange juice up to the legal limit of .08. Dickens and his Stucture Of Hard Times Essay -- essays research papers

The quotation above illustrates the basis for Hard Times. Charles Dickens presents in his novel a specific structure to expose the evils and abuses of the Victorian Era. Dickens’ use of plot and characterization relate directly to the structure on account that it shows his view of the mistreatments and evils of the Victorian Era, along with his effort to expose them through literary methods. A befitting display of structure is evident through his giving name to the three books contained in Hard Times. The titles of the three appropriately named books are an allusion to the Bible, and are also â€Å"given a further twist in Gradgrind’s recommendation to ‘Plant nothing else and root out everything else’ (except facts)† (Lodge 91). In the first book, titled â€Å"Sowing, † we are introduced to those that Dickens creates a firm character basis with. The opening chapter emphasizes on Thomas Gradgrind Sr., and his students fittingly referred to as â€Å"vessels before him ready to have imperial gallons of facts poured into them until they are filled to the brim† (Dickens 12). Ethnicity and the Police Essay

Relationships between the police and minority communities have come a long way, and still continue to evolve as public awareness grows. Although there are still misconceptions about community policing, it is a fact that improvements have been made because of the new and continuously emerging programs, and partnerships that have been created between the police and private citizens. Among these improvements are lower crime rates, higher crime reporting rates, and improved public perception of police effectiveness. The 1960’s were a symbol of inequality within the justice system. The actions of police officers were causing race riots all over the United States. Because of this President Lyndon B Johnson appointed Illinois Governor Otto Kerner to chair the National Advisory Commission on Civil Disorders, otherwise known as the Kerner Commission. It was this commission that brought to light the reasons behind the riots and initiated the change. The commission stated that â€Å"our nation is moving toward two societies, one black, one white—separate and unequal.† and criticized law enforcement for the underrepresentation of blacks on police forces, brutality and abuse of power, and racial bias in the use of deadly force (â€Å"Policing The Social Crises Of The 1960s†, 2013). The police agencies responded to this by starting affirmative action programs to recruit and promote more blacks and women, formulating written policies for the use of deadly force to reduce racial disparities in police shootings, and of course they started police†community relations programs to improve communication between the police and racial minority citizens (â€Å"Policing The Social Crises Of The 1960s†, 2013). This is what paved the way to the attitudes of experts in policing in the 1970’s who began to acknowledge the necessity of both police and the community in their roles as co-producers of community safety. This is a partnership that has been proven to solve  problems before they become more serious (â€Å"The United States Department of Justice†, 2014). Many practices and programs constitute community policing. Some activities are carried out only for the sole purpose of improving the image of police departments (1974). For example: Attendin g meetings of church groups, and other local organizations, and TV or radio ads asking for citizen cooperation (â€Å"The United States Department of Justice†, 2014). Some activities are of an internal nature within police departments and include: Community relations training, the establishment of specialized positions within a department that are responsible for community relations, and specialized programs used to recruit officers from minority groups (1974). Other activities include police work in the field that makes them appear more visible and personable, such as foot patrols (â€Å"The United States Department of Justice†, 2014). Community policing is diverse and varies from department to department (1974). The Detroit police department, for example, has a program known as the Citizens radio patrol. The patrols were established to help serve as extended eyes and ears for the police department. The department offers classes to those who are interested in making a difference on community watch techniques. The role of the patrollers is to watch over their neighborhoods and report any suspicious activity to a patrol base operator, who in turn contacts the local police precinct or district. Patrols consist of a number of volunteers who commit a small amount of their time each week to serve as a base operator, a driver or an observer with the driver (â€Å"Thank God for the Shelter†, 2011). The Detroit police department also offers programs for youth that are interested in learning how to be good citizens and community leaders. These programs focus on those who have the potential and may be interested in becoming police officers someday. Other programs that assist under-privileged kids get involved in basketball, football, softball, soccer, bowling, golfing, track and field, swimming, martial arts, tennis, and cross country skiing are also available (â€Å"Thank God For The Shelter†, 2011). Even though there are a wide range of different practices among police agencies the one common goal is to achieve better relationships with specific segments of the community (1974). For example, in 1992 a federal grant was awarded to the housing authority and the Fort Lauderdale police department. $250,000 was used to pay off-duty officers to  work special details in the city`s public housing projects. The money is also being used for other programs to help foster better po lice-community relations. Since the new program began, residents have been getting to know the officers in their neighborhood and tipping them on crimes (Corbett, 1992). So far we have given examples of community policing that have made improvements for minority groups by way of lower neighborhood crime rates, higher crime reporting rates, and a more positive public perception, but what about the perception of the police by foreign born citizens? Unfortunately there has been a lesser impact of community policing efforts observed by communities with a large number of recent immigrants. In A study, known as the Houston community policing experiment, Latinos scored lower measures of awareness, participation, and effectiveness of community policing than blacks (â€Å"The United States Department of Justice†, 2014). It is likely that language barriers, lack of understanding of the new culture around them, and a strong mistrust of the police that has been brought with them from their homeland hinders even the strongest efforts from being effective. Foreign born citizens are not the only people that harbor misconceptions about community policing. The public as a whole is still comprised of a large number of citizens with doubts. One of the most dominant misconceptions about police community relations is that is restricted only for efforts that regard minority groups. Although it was this that started the ball rolling, nothing could be further from the truth. Police agencies have a vested interest in creating and maintaining good relationships with the entire community no matter the ethnicity. Another misconception is that these practices are done strictly to receive positive reviews from the citizen review board. In most cases these programs are developed by the department themselves and are not subject to review of any kind (Kreps & Weller, 1973). Police community relations programs have not only improved the attitude of minority groups, and the entire public as a whole towards the police, but have also created a positive impact on communities by lowering the crime rate. Strategies used for community policing are as diverse as the population of the United States itself, but they all share the common goal of promoting strong relationships with those who in the past were underrepresented and abused. Perspective on the Teachings of Jan Hus

Jan Hus From â€Å"The Church† Jan Hus was a Czech Roman Catholic preacher and writer in Prague. His teachings were influenced by the English theologian Wyclif. Wyclif was one of the earliest opponents of papal authority influencing political power; he started anticlerical and biblically centered reforms known as the Lollard Movement. The Lollard Movement was a precursor to the protestant reformation. Likewise, Hus called for radical reforms in the church. Of primary concern to Hus was the designation of the Pontiff, or Pope, within the church.Based on his radical views and strong opposition to the church’s foundational belief that the pope is the head of the church, Jan Hus was accused of heresy and was condemned. Hus recorded his perspective and teachings in monographs which were used by his accusers to build a case against him. Of the thirty-nine sentences read to him at his trial, twenty-six of them were based on his work â€Å"The Church. † Because Hus refus ed to renounce his beliefs he was burned at the stake, becoming a national martyr against the Catholic Church.The excerpts from his work â€Å"The Church† express Hus’s opinions on the papacy. He begins by characterizing the role of Christ within the church. Hus uses scriptures from Matthew, I Peter, Hebrews, Luke, John, Philippians, and revelations to support his argument, that Jesus is the only true roman pontiff, or bishop, of the Roman Catholic Church. Hus interprets these scriptures as describing three major themes of Christ: 1) Jesus is at the right hand of god, and no one can be saved without him, 2) Jesus is omnipresent and all knowing, and that 3) Jesus is god.Jon Hus uses these scriptures to contend that Jesus is the only true bishop because he baptizes and takes away the sins of the world, holds supreme guardianship over man, and that he is the pope, or father of the future age. Hus concludes that everyone is subject to the pontiff, Jesus, for salvation, and that there is no other pontiff except for jesus. Hus’s major contention with the church centers his beliefs that there is an abuse of the term pope within the church since anyone, ordained or not, can e elected as a pope, and that expressed belief in one individual, the pope, is needed for salvation. To support the first belief, Hus goes provides examples of popes who were unlettered, female, and/or heritics. He concludes that under current conditions within the church, even an antichrist could be elected as pope. Hus uses these examples and the potential for an antichrist religious leader to drive home the point that no pope is the most exalted person of the Roman Catholic Church besides Christ. Therefore, no pope is the head of the Catholic Church except for Christ.To support the latter belief, Hus suggests that it is not a necessity for salvation that people should believe expressly that any one is head of any church whatsoever; unless the works of the individual plainly moved others into believing it. He claims that if the body of Christ, the people, follows a bad head, the pope, then both body and head will end up in the precipice. Therefore, people should choose who they wish to follow as a head, and that their decisions should be based on the works of the individual. Hus’s beliefs posed an immediate threat to the Roman Catholic Church and, more importantly, to its leaders.By stating that popes are not ordained of god, and that popes have historically assumed contradictory roles to their appointed position, Hus questions the legitimacy of the elite position within the church. The pope Alexander V excommunicated Hus and his followers in 1409 and outlawed public preaching. The government however, took the side of Hus, and the power of his movement increased daily. Despite the ban on free preaching, Hus continued to preach in the Bethlehem Chapel. It appeared as though the ban itself caused little result. Tensions between the church and Husâ €™s movement continued until a council was called in 1414.The council of Constance was an attempt to put an end to the division of people due to the papacy and to take up the long desired  reform of the Church. Hus agreed to go to the council on the premise that he would be given safe passage. However, it has been proposed that he suspected that he would be killed at Constance; this is evidenced by the will he wrote prior to going. Within a few weeks after his arrival, Hus was imprisoned, put to trial, and burned at the stake. His execution was an attempt by the church to squander the reform that he had started in Bohemia. However, the eople of Bohemia responded to his death by moving even more rapidly away from Papal teachings, and by announcing a  crusade  against them. A  Papal bull was then issued by the pope  which stated that all supporters of reformers like Hus and Wycliffe be slaughtered. The crusaders lost, as did the second and third crusades that followed. A century later, as much as ninety percent of the  Czech Crown lands  still followed Hussite teachings. Although some revolutionary movements do not end in a revolution, there accounts can provide powerful insights into the views held among the people.It is too often that only the perspective of the rich and noble are recorded in history; revolutionary movements offer some of the few accounts of the opposing ideals held among the commoners. Jan Hus’s reform resulted in his death, and the death of many of his followers, but its impact upon the church was far reaching. Hus was a key contributor to the creation of Protestantism which strongly influenced European States, as well as Martin Luther. The reform started by Jan Hus resulted in the Basel Compacts which allowed for a reformed church within Bohemia.

A number of studies have focused on this subject matter and several academicians have exposed a number of ethical and philosophical dilemmas related to the concept of ethics in public administration. Despite the increasing number of studies that have focused on the importance of administrative ethics, there has been very little effort spent on identifying what exactly constitutes the crux of ethics in administration.The objective of this paper is to review the implications of the basic principles of ethics for public administration in the context of new public governance and discuss their impact on different administration imperatives which in turn act as the determinants of ethics in public administration. This review will also focus on the importance of ethics in new governance practices (privatization, decentralization, debureaucratization, devolution of budgets etc. ,) with reference to the push and pull of ethics and administration and how ethics mindsets and basic approaches to administration and governance can be changed.Key words: Ethics, public administration, ethical imperatives, ethics and public administration, ethics and morals. INTRODUCTION Since the 1970s there has been a great deal of change associated with the implementation of administrative ethics. These changes have been promoted and motivated by the concept of public administ ration in the new era. An important position is given to the concept of ethical issues in today’s civil governance. There has been a great deal of research associated with this concept which has been supported by translation of evidences and theories into practice across different continents.Frederickson and Ghere (2005) address both the managerial and individual/moral dimensions of ethical behavior as well as new challenges to administrative ethics posed by globalization. As promoted by Cooper (2001) ethics in public administration is not a transient concept but has proven to be an approach which has shown a great deal of sustainability which is fundamental to the area of public administration. Public administration has certain issues with regard to ethics implementation and finds it troublesome to come to terms with them. One reason for this is because ethics is embedded in an intellectual framework.This framework is based on stable institutional as well as role relationshi p levels, among both public employees as well as the organization. According to the views of a number of researchers (Bang and Sorensen, 1999; Keast et al. , 2004; Rhodes, 1996; Sorensen, 2002, 2006; Sorensen and Torfing, 2004; Stoker, 1998), current government perspectives believe that clarity and stability at these levels would be problematic. Despite the increasing number of studies that have focused on the importance of administrative ethics, there has been very little effort spent on identifying what is exactly the crux of ethics in administration (Cooper, 2004).This lack of directed research in the dynamics of operations with regards to ethics in public administration along with constant changes in the principles and policies associated with administrative ethics need to be examined. These developments have raised new topics for concern in this field. One example which can be cited at this juncture is the emergence of the concept of egovernance which would require the identifi cation of a whole new paradigm of ethics in public administration. This article tries to identify the ways in which administrative policies in public organizations can be 24 J.Public Adm. Policy Res. promoted and managed by adopting an effective and novel ethical approach. It would be prudent to mention the â€Å"ethics framework† here. The ethics framework (Bosseart and Demmke, 2005) is a voluntary, non-legally binding European Code of Ethics. It reflects the basic common values and standards which member states consider important for the proper functioning of public service. It comprehensively discusses the general core values, specific standards of conduct, actions to safeguard integrity and measures on handling situations where there has been possible violation of ethics.It helps to structure the discussion on public-service ethics and it serves as a toolkit or general guideline for the development of codes of conduct at a national and subnational level. Originally, the e thics framework identifies general core values that should be common to all member states. These values are the rule of law (â€Å"lawfulness†), impartiality/ objectivity, transparency (â€Å"openness†), accountability, professionalism (â€Å"expertise†), and duty of care, reliability (â€Å"confidence, trust†) and courtesy (â€Å"service principle†).If it is believed that these are the core values, then they should be fully recognised in every country. Public-service ethics is an issue that is taken seriously in every member state of the European Union. However, member states are at different stages of development and measures that are considered necessary in one country may be deemed irrelevant in others. The ethics framework has had a greater impact on those new member states that are currently fighting against corruption.In the case of old member states, the Framework has had smaller impact since the core values have traditionally been an integ ral part of their administrative culture and many of the tools proposed in the Framework were already in use. For example if one considers Portugal, an old member state where the administrative culture is traditional and core values are already a part of the administrative framework there are alterations in the form of codes of conduct which can be proposed in order to promote ethics in public administration.However the norms and regulations associated with the old administrative culture were not modified or removed. This resulted in two different viewpoints being promoted by the same government. This has resulted in a great deal of tension between traditional administrative culture and the new concepts of quality in public administration. NEW PUBLIC ADMINISTRATION AND ETHICS Globally the concept of privatization has been promoted in new public administration. It is seen that this concept is related to the measures which promote establishment of efficiency and efficacy leading to ev elopment of quality deliverance of public services. In the research conducted by Savas (2000), the concept of â€Å"privatization in new public management†, is promoted. Further identified by Walsh et al. (1997) introduction of new market mechanisms which promote effective implementation of public services in organizations is identified. Walsh in his research has identified that privatization in governance in the United Kingdom has resulted in a new paradigm, which has promoted transformation of both organizational and cultural needs.The purpose of these reforms include reduction of cost relating to the actions of the governments, identification of measures to reduce the direct impact of action of public employees and bringing about a variation in the overall views of the government by the public. This has long been in place in developed countries across the world as seen with the NPM concepts promoted by Ronald Reagan in USA and Margaret Thatcher in the UK. REINVENTING GOVERNMENT As seen by Osborne and Gaebler (1992), it is observed that reinventing the government assumed importance in Bill Clinton’s administration.In his era, new concepts of public administration with regards to two different areas were promoted. The first, involved identification of factors which promoted the productivity of governance and the second involved setting a new vision and mission policy. It was proposed that th e productivity of governance can be increased by adopting more ethical measures in terms of distinguishing between the results and quantity of resources used. The use of a new mission policy will satisfy the needs of the general public. These measures may be identified to be less drastic when compared to the concept of privatization of governmental organizations.However this idea can be promoted and productivity increased only when there is a change in attitude towards current concepts of established hierarchy in governance. A move should be made toward promotion of methods to identify flexibility, centralization and concentration of public administration aspects. These aspects may be considered to be an intermediate solution to privatization. If it is not possible, delegation mechanisms can be a solution. With regard to the ethical position, the researcher advocates that privatization may not alter the fact that the responsibility of the state towards its citizens will be met.Radhi ka 25 Different processes which are to be supervised and controlled need to be realized by the government because ultimately the accountability and ethics of the action of the government to its citizens is needed. (Vlastos, 1991), states that it was Socr ates’ idea that morality be linked to happiness because he felt ethics was about knowing what was good. Socrates’ thoughts also reached the common man through discourses and debates, and intense conversations, which constantly probed, questioned and thus, evoked reactions and insights while testing his views and theories through his now-famous dialogues.He felt constant engagement with the questions of virtue. He believed that morality would make people better as they would focus more on their own moral standards. Ethical behavior is encouraged when organizations have a climate where personal standards and employee education are emphasized, where supervisors stress the truth, and where employees regularly come together to discuss ethical problems (Bruce, 1995, 1994). Finally, societal expectation includes public participation, laws, and policie s.The advanced set of fundamental principles or criteria that integrate the process of dealing with ethical dilemmas in public administration are: 1) Democratic accountability of administration, 2) The rule of law and the principle of legality, 3) Professional integrity and 4) Responsiveness to civil society. This can be described as the ALIR model of imperatives of ethical reasoning in public administration. The research by Parsons (1964) presented the concept of ‘evolutionary universals in society’; wherein there are aspects associated with the identification of issues related to public administration ethics.In his Evolutionary Universals Parsons tied his functionalist theory to an evolutionary perspective and argued that, like biological organisms, societies progress through their ‘capacity for generalized adaptation’ to their environment. This is achieved mainly through processes of structural differentiation; that is, the development of specialized ins titutions to perform the social functions necessary to meet increasingly specialized needs. This is achieved via the principle of the ‘cybernetic hierarchy’ or the increased information exchange or the growth of knowledge. Evolution is then from traditional to modern societies, and progress can be charted via the development (structural differentiation) of evolutionary universals such as bureaucratic organization, money and market complexes, stratification, and the emergence of generalized universalistic norms.Each of these enables a society to adapt more efficiently to its environment. The concepts of ALIR and Parsons’ evolutionary universals have some commonalities from the point o f view of public administration. The identification of a new type of governance which promotes evolutionary universality will be vital in democratically identifying the rule of law which is capable of carrying out its role as well as taking into consideration the tasks of the civil society. In his argument he talks about why one should not act on the principles set by the ethics of the sovereign good. An important reason is the issue of opposing principles.According to him, not all conflicts can be resolved by basing it on the ethics that are subscribed in the sovereign good. This is because ethics does not t ake into account a large number of variables that other principles apply to that particular scenario. The primary issue with the ethics of the sovereign good is the fact that it refers to itself as the absolute last word when it comes to ethical decisions. Another issue is that it tends to assume an attitude that is raw linguistic positivism.One reason why the ethic of the sovereign good is so appealing is that it tends to transcend beyond the individual and looks at the bigger collective when it comes to defining proper ethics. Therefore it will not solve the individual issues but will rather lead us into an unrecognized and impossible (from its perspective) aporia. Ethics of the service of goods The values that are promoted by the ethics of the service of goods are mainly efficiency and maximization of the inputs to outputs. It can also be clearly seen that the ethics of the sovereign good are mainly targeted towards the market. At the very core, service of goods is based on mutual exchange. Basically it assumes that people are rational and have the freedom to choose what goods or services they want. Thus, if an individual likes a particular good/ service; he/she can enter into an agreement with a suitable trader on the terms for the purchase of the same service or good.In exchange the individual can offer monetary resources to compensate the trader for the services and goods that they have provided. This is an amicable process that is disrupted only when someone fails to deliver the goods as per the terms agreed to. This will result in the decline of the social good. Thus, it falls upon the civil servants to work diligently under the legislature as these representatives actually reflect the will of the people. They also have to apply considerable restraint in partisan politics nd while expressing their personal views. Thus, democratic virtue is not a part of the core value of public administration and neither can the parliament usurp public service institutions for its own political ends. Modern governance celebrates the different roles and responsibilities of politics and administration as it leads to higher efficacy of both functions and that is an important part of moral and personal integrity-the ability to be able to tell the truth to the powers that be. LEGAL IMPERA TIVES Administrators have to respect the legal framework and act within its bounds thus rendering all government action legitimate.Law is a universal concept in both politics and society. (Reichstadt, Etat de Droit). Max Weber sees the action of a state within the law as the third way of legitimizing authority with the other two being, charisma and tradition. Once the administration works within the realm of the law, it automatically sets forth for itself a series of controls and regulations. Power flows from the people and thus all power must be used for the good of the people, a fundamental requirement of most democratic constitutions. Governments and administrations therefore have no choice but to work within the legal framework.Thus, the way the judiciary implements these laws which are there to ultimately serve the people forms the core of the legal determinants. Brown and Duguid (2000) state that courts ensure that the law will be followed during the discharge of public duty a nd that no injustice or partiality will do and that power will not be abused. Constant monitoring and protection of the law has to be a priority if administrative reforms are to take place. Even Aristotle commented that the law should be supreme in the eyes of the people and should operate without any interference.THE INTEGRITY IMPERATIVE Chapman (1959) states, as professional ethics entered the administrative space so did the need for studying public administration and defining its scope and determinants. Otherwise , the profession is deprived of an essential precondition of its claim to legitimacy. Corruption can be a major obstacle in the process of economic development and in modernizing a country. The greater recognition that corruption can have a serious adverse impact on development has been a cause for concern among developing countries.In a survey of 150 high level officials from 60 third world countries, the respondents ranked public sector corruption as the most severe obstacle confronting their development process (Gray and Kaufmann, 1998). Countries in the Asia and Pacific region are also very worried about this problem and they are in substantial agreement that corruption is a major constraint that is hindering their economic, political and social development, and hence view it as a problem requiring urgent attention at the highest level.An example of how corruption can affect a nations’ stability that can be cited at this point is the pandemic bureaucratic and political in stability in Nigeria which is the main cause of democratic instability in the country. Integrity can be achieved through self control in administrative conduct based on ethical standards.THE IMPERATIVE FOR RESPONSIVENESS According to Hegel (1967), public servants worked solely for the state and not for society as it was the first, which determined the choice of citizens. The society as opposed to this was viewed by Hegel as being a total of specific and contrasting desires. This then became the sphere of the particular, of concrete persons with their own private ‘systems of needs and the efforts to satisfy them. Whereas the state served the general interest, civil society was the state of partial interests.In this somehow dichotomous idea of social construction, individuals actualize themselves while partaking in various activities in civil society and ‘in becoming something definite, that is, something specifically particularized' (Hegel, 1967). It also influences the interaction between the state and the civil society. (Buchanan, 1985) observes that society has ceased to be just the concern of state actors and molded by bureaucracy, on the contrary it is now in the purview of the active citizen’s concern.Naturally, ‘a country's view of public administration re flects its underlying philosophy of society and the state' (Chapman, 1959). State officials are affected by the way the public at large regards them. Eventually, civil servants forming a middle-class profession, par excellence, acquire the features that society expects of them. Public administration forms a partial regime in the societal complex; it is part of the state, which is subject to a distinct ‘ethic of responsibility' – in the Weberian sensevis-a-vis the society. The ideas of alertness and accountability and answerability have some similarity.These ideas also have overlaps. To be able to do so, he or she will need a lot of awareness, knowledge of virtue, and that kind of awareness can only come through a perpetual quest and enquiry about things and acts. Morality is basically about questioning. This is the main advantage of human life else it is an unworthy life.Life which has not been exposed to tests is unacceptable to humans said Socrates, in his exceptional Apology (38 A) for a moralistic stand in life. Dealing with administration ethical dilemmas in public Hart (1961) states that at the time of facing basic queries about what to do and which manner to behave in complicated scenarios and the degree to which opposed values or choice factors could be used in the scenario, one ventures in the region of ethical confusions or of â€Å"hard choices†. In circumstances like these public administration instead of func tioning as a well ordered state of legitimate purposes degenerates into a state of confusion and indeterminacy. It is then that the case of ethical vagueness and lack of clarity about overall values to guide action and choices in ‘hard cases' comes about in administration.But if everything stands and anything goes, then nothing can be taken seriously, neither ethics and values nor rights and duties of public servants and citizens alike. The growing group of basic tenets or aspects that unite and restructure the procedure of handling ethical dilemmas in public governance are: (1) democratic answerability of governance, (2) the application of law and the notion of legality, (3) official honesty, and (4) alertness to civil society needs. CONCLUSION Even prior to the close of the twentieth century, it was apparent that states, governments, and public entities were venturing into an era of change.This was basically a period of change and not a model-based shift from dictatorial, ce ntrally-powerful states to increasingly free and consultative kinds of social communication between the people and the administrators. A different set of equations between politics, economy, culture, and civil society has been the trigger for new research on more inputs and restructuring of the responsibilities of the state and those of the public services with regard to the society and the economy. The planning for moral improvement in the public sector throws up uge questions impacting the nature of democracy, law, motivation and ethics in the public domain, and the state’s communication with civil society.
